I wasn't reading things properly, so I missed the anonymous access
instructions.  But they don't work, either:

[rpgoldman-3:~/lisp/vendor] rpg% darcs get
http://common-lisp.net/project/iterate/darcs/iterate
Invalid repository:  http://common-lisp.net/project/iterate/darcs/iterate

darcs failed:  Failed to download URL
http://common-lisp.net/project/iterate/darcs/iterate/_darcs/inventory :
HTTP error (404?)

When I use wget on that URL, I get an HTML page which is
http://common-lisp.net/project/iterate/darcs/iterate/index.html
