It's difficult to understand what you are asking, since that page
provides links to an implementation (in Common Lisp), of the OSCAR
theory.

In anycase, you may want to have a look at ACT-R, which seems to be a
similar project, with an implementation in Common Lisp (and a
translation in Java too).
