Comment:

 Because it is so hard to reclaim actual disk space without a GC and the GC
 will do this anyway - it is a feature to be able to recover from an
 accidental index deletion without having to do a full rebuild of the
 index.  So we'll keep this around for reference, but won't fix it for now.
