Here is Edi's standard reply: This is the room type of the quota http://www.hotel-hafen-hamburg.de/zimmer_rooms_kommandanten_klasse.aspx?lang=en which they offer for 150 Euros per night if booked at least one month before the meeting. If you want one of those, use the keyword "Weitz120909". I think you'll have to call or email them, you probably can't use their online booking facility. I was told they might still have cheaper rooms (other types) available as well. You should just ask them. Do any of the people living in Hamburg or anyone that has been there before know of other hotels in the vicinity of Hotel Hafen Hamburg (the one where the ECLM is held)? The quality doesn't really matter as long as I can get a room with my own bathroom and as long as I don't have to sleep with cockroaches in my bed. I'm attaching below a reply that I recently sent to another ECLM participant asking for hotels. As someone who lives there, I obviously don't know much about hotels in Hamburg, but by chance I just saw a hotel about a week ago when riding there with my bike which offered rooms starting at 60 Euros. It's in walking distance (five minutes) from the conference and it's a typical chain ("Ibis") hotel, so there shouldn't be any nasty surprises. Booking.com might help you with that. It has a map feature that'll let you easily see all the hotels around the conference hotel. Also, there's one IBIS hotel within walking distance IIRC, you can find that one directly through ibishotel.com. (And quite likely through booking.com as well.)
