Problems with quicklisp under windows

I have downloaded and installed the prebuild version of ECL 16.1.2 for windows.
The installation folder has been set to C:\ecl.
When I try to run (require 'ecl-quicklisp) I am getting the following errors:

> (require 'ecl-quicklisp)
;;; Loading #P"C:/ECL/ecl-quicklisp.fas"

Condition of type: SIMPLE-ERROR
LOAD: Could not load file #P"C:/ECL/ecl_quicklisp.fas" (Error: "The operation completed successfully.
")
