[Ecls-list] the latest cvs/git snapshot does not compile on Cygwin

Dear all,
while trying to compile ECL (latest from the git repo) on Cygwin, I
get (both on the current Cygwin 1.7.15.1, and on an old Cygwin 1.7.9)
the following error:

Any idea what this is?
