[Ecls-list] SPECIALIZER and EQL-SPECIALIZER

* Both have been implemented and are used internally by ECL when
dispatching.

* A new function INTERN-EQL-SPECIALIZER is created.

* This is accompanied by a new class, METAOBJECT.

* This forced some fixes to MAKE-LOAD-FORM and FIND-METHOD.
