If you want something small and simple, LTK is pretty good.

There are a couple good OpenGL bindings if you want to build from 
low-level pieces.

Otherwise, EQL looks like a strong contestant.  Do yourself a favor and 
learn Qt.  Qt 4 is way ahead of GTK.
