[Ecls-list] Building Maxima in Cygwin with ECL 10.2.1

Thanks for confirming that this works. I just wanted to also confirm that
cygwin is now an officially supported and regularly tested platform in the
ECL project

As for Maxima in general, there were some problems with version 10.3.1 of
ECL I am working on a patch release to be produced soon, hopefully sometime
in the middle of next week. Sorry for the inconvenience.
