[Ecls-list] Recommended version for MinGW?

Latest stable, 9.12.2, is ok. Note that you have to build the alpha
release of the Boehm-Weiser garbage collector yourself.

Another possibility: Microsoft Visual Studio Express C++ 2008 or 2010 are free.
