I took a stab at the threaded mingw32 build, and indeed, at a minimum,
GC thread registration is missing.

Meanwhile, the "mingw" branch at git://git.feelingofgreen.ru/ecl
provides a tree which builds with threads for me.

Had to roll back to the old GC, but modulo that and minor fixes,
it should be equivalent to the master branch.
