[Ecls-list] Latest changes

- When building ECL, we also collect debug information and help
documentation from internal functions.

- EXT:RUN-PROGRAM returns the exit code of the program if we wait for
it (J. Elsasser)

- A new configuration flag --with-signed-zero determines whether we
want ECL to use signed zeros.
