[Ecls-list] Build problem in win32 environment

Hi guys, in the end it was not such a serious bug. Just a flag
(/LIBPATH:~S) which is no longer required. And ECL seems to build just
as fine with MSVC 2008 as it did with version 2005 -- incidentally,
the former is nicer, since it already includes all development
libraries that ECL requires, removing the need to install Microsoft's
SDK.
