[Ecls-list] passing compiler and linker options through 'compile-file'

Thanks for help and suggestions for getting up-and-running with the
static-FFI.  I've now got this  working on both Windows (under MinGW)
and Linux.

I've posted an example of how this might be done

 If there are any inaccuracies or blatant lies in there, please let me
know.
