[Ecls-list] Windows status

+ I managed to make a full build of ECL using cygwin. I wonder whether
this has to do with moving to a new antivirus (Kaspersky), which by
the way is way faster.

+ I am working on updating the MSVC port to the new version of GMP. I
hope I will be finished this afternoon.

+ There were other issues reported regarding the MSVC port. Will also
be investigated.
