[Ecls-list] command line arguments

I apologize if this is in the documentation and I missed it.  How do I
access command line arguments?

I have some lisp code that takes an inputfile and an outputfile.  I'd
like to use build-program to make a .exe (I'm in Windows, BTW) that
takes the filenames on the command line.
