Don't have any time right now, but see
http://theclapp.org/lisp/ecl-w32.zip for a fairly recent ECL binary
for Windows I did for the Slim-Vim project
(http://wiki.alu.org:80/Slim-Vim).  I used Visual Studio 2005, I
think.
