[Ecls-list] Removing tests

Hi,

for the last days I have been thinking about doing the following:

1) Remove the directories src/tests src/ansi-tests from the source tree

2) Create a new project called ecls-tests.

3) Move the old files src/[ansi-]tests to this repository.

4) Add a directory and a makefile that automatically download/updates
the sources from Paul Dietz's test suite.

5) Add a ECL specific directory with regression tests based on recent
bugs, test of FFI, etc.

What do you think?
