+ The documentation of functions can be either associated to the symbol 
or to the function object itself.

+ The documentation of functions is stored in compiled files, unless 
SI:*KEEP-DOCUMENTATION* == NIL.

+ In an ordinary build, the HTML documentation is not built. This solves 
problems with texi2html/makeinfo under MacOSX and it does not make a 
difference on other ports, where the HTML were not installed anyway.

+ Issuing (REQUIRE 'CMP) twice no longer causes the compiler to be 
loaded twice.

+ SI:FOREIGN-DATA is now a recognized type name.
