[Ecls-list] require/provide extensions

Hello,

attached is a patch that replaces the current provide and require
functions with the one's from SBCL. This means that any user library
(e.g. asdf) can provide module loading. Also ECL's extensions (like
sockets, cmp, whatever) could simply be require'd (if I write a module
provider of course *g*).

The symbol *module-provider-functions* should be exported from the EXT
package, but I do not know where to specify this.
