[Ecls-list] si:mkdir patch

Greetings,

The attached patch adds si:mkdir and makes si:getenv thread-safe
(getenv returns a pointer to a static buffer).

Now created with cvs diff, so should be easier to merge.  Do let me
know if I got overboard with the error checking in si:mkdir  :)
