ASDF 3.3 and naming of CXML ASDF systems

Here's the patch I sent on March 28th 2017 to David, with no answer.
It instead keeps things in the same .asd with proper secondary names,
and also addresses a use of ASDF internals in catalog.lisp.

I plainly removed the support for ASDF 2. No implement has shipped
with ASDF 2 since 2013. That's over 4 years ago.
