Fix ansi-test failure OPEN.IO.28: 

(OPEN PN :DIRECTION :IO :IF-DOES-NOT-EXIST NIL) 

no longer signals an error.

code/fd-stream.lisp:
o Don't try to create a new version if there's no existing file

general-info/release-20c.txt:
o Update.
