[Clo-devel] Project makefile

I've put a boilerplate Makefile for project management (snapshots,
releases and web-updates) in the clo ftp:

I don't know how generally usefull it will turn out to be, but it's a
though.

Also, tons of mails seem to have gone astray -- if you've tries to
reach me, keep trying or catch me on #lisp. I'm trying to resolve this
email problem, but I'm not really holding my breath.
