[clbuild-devel] Adding ucw-core to wnpp

Ah, great, I wasn't aware of get_tarball, according to the project page 
the darcs mirror is 'the preferred method'.
Anywho, here's what needs to be added to wnpp-projects in order for 
ucw-core to work:
