[cl-plus-ssl-devel] Another minor tweak for cl+ssl on clisp+cygwin

Hello,

In order for cl+ssl to compile and load on clisp+cygwin I had to do a
minor tweak to ensure that the :unix specifier does not over-ride the
unix one:

  (:darwin "libssl.dylib")
  (:openbsd (:or "libssl.so.19.0"
                 "libssl.so.18.0" "libssl.so.17.1"
