[cl-l10n-devel] problem in compiling hungarian with sbcl 1.0.15

i've pushed a patch that will complain if the .lisp files are not
processed  in utf-8 encoding.

for now this is #+(and sbcl sb-unicode) and it's only in
hungarian.lisp, but it may be crucial later for the entire project
when/if other languages get some utilities/resources that need
unicode...
