[cl-l10n-devel] Fix encoding issues

Hello,

The attached patch fixes some encoding issues that were affecting the  
test suite wrt CLISP and SBCL. With this patch, all tests pass for  
both CLISP and SBCL (as well as Lispworks, fwiw).

Also, fixed the indentation of the deftest forms.

     * load-locale.lisp (load-locale): Specify an explicit
     external-format for CLISP.

     * tests.lisp: Fix indentation of deftest forms.
     (time.2): Obtain the o-with-diaeresis in a slightly more portable
     way.
