Moving the repository to Git+GitLab?

Hi,

How about moving the cl-irc repository to Git and GitLab?

The result would be 2 Git repositories: 1 for the cl-irc code the other for
the "public_html" directory in the repository to hold the site (mapped into
the cl-irc-site repository).
