 4 years after the initial discussion, this was still on my TODO list! So,
today I decided to tackle the issue. I'll go forward and make a new release
(hopefully today).

It'd be great if that would allow inclusion of cl-irc from a release
tarball instead of from the repository trunk in Quicklisp next month!
