[cl-dwim-devel] build-sbcl-command-line patch

Hello,

to be able to build one's own sbcl command lines _after_
loading dwim-init.el, it would be necessary to refactor
build-sbcl-command-line into a proper function, which
is the intention of this patch.

I'd be happy if you could apply it, as it doesn't change
the current behaviour.
