[cl-debian] Bug#440190: Fails to install if emacsen-common is installed but not configured

Version: 2.6.7-34

If emacsen-common is installed but not configured, gcl fails to
configure with the following error message:

 Setting up gcl (2.6.7-34) ...
 ERROR: emacsen-common being used before being configured.
 ERROR: This is likely a bug in the gcl package, which needs to
 ERROR: add one of the appropriate dependencies.
 ERROR: See /usr/share/doc/emacsen-common/debian-emacs-policy.gz
 ERROR: for details.
 dpkg: error processing gcl (--configure):
  subprocess post-installation script returned error exit status 2
