[cl-debian] Bug#369604: cltl: cltl2-root-url setup at top level

It'd be nice if the setup in 60cltl.el

	(setq cltl2-root-url "/usr/share/doc/cltl/")

was done at the top level instead of in ilisp-load-hook.  The cltl2.el
package can be used without running up ilisp mode.
