[cl-debian] rfc2388 enters CL-Debian repository!

Hello all!

Finally, I completed the process of debianizing rfc2388 and creating
the darcs repository for it (thanks Peter).

The Debian package created is linda- and lintian- compliant,
architecture independent and uses dh_lisp (thanks Rene).
