You've just described the Verrazano project only it uses GCC-XML
instead of SWIG. Its webpage is: http://common-lisp.net/project/fetter/

The description would also fit Cyrus Harmon's GCC-XML-FFI[1] except it
doesn't support CFFI (yet).
