[Bese-devel] i18n-application and cl-l10n integration

hi!

if there are no objections i'll integrate i18n-application and cl-l10n
and send a patch. it will introduce a cl-l10n dependency, but i think
it's ok. especially with the cl-l10n patches levy have in store that
helps with localization a lot. (functions with implicit dispatch on
*locale*)
