well, that sucks. aparently everything you're doing is correct. is the 
location for bese-2004 at common-lisp.net exactly 
'http://www.common-lisp.net/project/bese/bese-2004@common-lisp.net'?

since it appears to work i've put up a 0.4.1 dist at:

ftp://ftp.common-lisp.net/pub/project/bese/yaclml/yaclml_0.4.1.tar.gz
