As I've mentioned before, this was a bug in Babel's #\ reader. I've
pushed a fix to the repository along with a regression test. I've also
disabled the problematic UTF-8B tests using #-ccl.

I've changed TEST-UNICODE-ROUNDTRIP not to try and encode non-characters.
