hi!

there are a million different ways to abbreviate something, so i
propose to rename the enc-* accessors of character-encoding to
encoding-*.

the following dependencies have been identified that need to be changed:
- cffi
- cxml
- iolib

anything else?

any strong opinions to keep it as it is?
