[asdf-install-devel] Gracefully degrade in case of missing .asc

Hi.

I've written a small patch so that asdf-install falls into the  
"install-anyway" restart rather than dying with a 404 if the .asc  
signature is not on the server.

The current error message was confusing (at least to me).
