I believe that c-l.net will do all the heavy lifting here.  All we need
to do is to ask for it to be set up, and then we can start recording
tickets.  The interested parties can login to subscribe to tickets and
update them.

I think that's really it.

I don't see any particular win to actually using the wiki features; I'm
just hoping the tickets would be helpful.
