 (In [14131]) Close #219: lambda list keyword checking too lenient for
 ANSI.

 Note: This introduces a new argument to the FUNCTION special form
   (LAMBDA and NAMED-LAMBDA were already supported)
   (FUNCTION (MACRO-FUNCTION ...))
