(%make-sequence-iterator): New internal function.

* package.lisp: Export DOSEQUENCE, and WITH-SEQUENCE-ITERATOR.

* tests.lisp (dosequence.1): New test case.
(with-sequence-iterator.1): Ditto.
(with-sequence-iterator.2): Ditto.
