[admin] New Mailing-list request (for Heresy project)

Hi Matt,

I don't think it should matter where you host (though I suppose the  
imprimatur of common-lisp.net adds something <smile>). ASDF- 
Installablility is requires two things:

1. you create a tarball of your code and a signature
2. you add a page to cliki.net that includes a special bit of download  
syntax that points to your tarball.

either case, I need you're PGP public key (not signature) so that I  
can add you as a user.
