[admin] adding a project with a handle failed? case issues?

When I tried to add the project cltcl using the handle clTcl, I get  
this error:

via the name_regex configuration variable.  Use the `--force-badname'

chown: `pgriffioen.clTcl': invalid group
mkdir: failed with 1
clnet:/custom/bin#

Is this expected or is something wonky somewhere?
