I would like to attribute by bringing  my date function to the lisp  
community.
The spec is about the same as in the PHP version except for the millisec  
option q.
I want it portable, but at present it just runs under windows.
The real bastard is the timezone ad daylight savings bit...
(this is only done right under Vista, but under Unix it is OK)
So I need to use UFFI. I have used a. RDNDZL (.NET) version for
a week now but it turned out not to be powerful enough.
Anyhow please read my attachment. It is the full spec.
I hope you will find it as useful as I have..
