[admin] Project Request: oct: quad-double implementation

I'd like to request a new project called oct, which is a portable
implementation of quad-double float, which gives about 65 digits of
precision.  It's already mostly implemented on my computer at home,
but I'd like a more permanent place for it.

I am the only member of the project.  The license is an MIT license.
