[admin] RtS: CLAPPA project

Hi there,

I'd like to set up shop for the CLAPPA project ("Common Lisp Application
Archive"; for a more in-depth description, see
http://boinkor.net/archives/2007/04/some_details_about_clappa.html) at
cl.net. The project is licensed under LLGPL.

Project members will be:

 * Nicolas Lamirault - nlamirault
 * Andreas Fuchs - afuchs
 * Marco Baringer - mbaringer

Source code will be managed in darcs, in case you need to know that for
repo viewers.
