[admin] New project: iolib

[Stelian Ionescu]

In the past months I've been working on an I/O library: sockets, a basic
DNS resolver and I/O multiplexing(only select() but soon I'll add epoll
and kqueue support). At the moment I've put the sources in cl-torrent's
public_html:
