[admin] blocked ip address

Drew, seems we have another issue of blocking IP access.  What came of
the first occurance of this, I never got any information back.

> Sorry, that wasn't very clear. I was referring to HTTP access, however, I did try and send an e-mail from my helicosbio account to inquire about the situation and that didn't seem to get through either (meaning I got a message that its delivery was delayed).
